Id have a quick look around at all the big oil companies, they rarely (if ever) buy, own and maintain oil rigs. They contract to companies that specialise in this. The company would need an entirely separate department, staff, training, quality systems etc. to show the rigs are properly managed and maintained etc. Along with all the regulatory compliance aspects.
