The way this is worded there's an implication that in exchange for the consortium funding the dfs they will get something other than equity. I could be wrong but it leans more towards offtake with how it's worded.
And if an offtake is signed at the same time, that would unlock a greater % of NPV as it is a substantial de-risking event.
