In end if project has merit and Saudi believe they can make decent return they will invest. Over at TVN mt peak was dude project and was never going to be economically viable. On PB history it isn't ideal but since Vald appointed MD at SRN he done reason job in term progressing vanadium project that wasn't Vald strong points. I guess same can be said for Andrew Forrest when he was at Anaconda Nickel in 2000s but that didn't stop investors investing in FMG in early days but it all depends on project if it can make money in end. just my opinion.
