Plausible scenario is that IDC is waiting for the cash from CR/strategic investor to be confirmed before their credit committee approves the 14m loan. Others have alluded to this scenario before on HC.
Mentions in the document enough cash to fund remaining capex + 12 months capital commitments.
That's my take on it anyway. But who here really knows at this stage? We all just guessing.
Also mentioned in the document phosphate "construction commenced."
Sort of ties in with that Minas Angola article/interview day from the other day whereit said "Cabinda Phosphate Project, scheduled to be inaugurated on April 27th".
