For mine the process was politicised because of the decision of Keith Pitt to sit on his hands instead of making the decision to approve PEP 11 when he had the authority and opportunity to do so. This allowed the opponents of PEP 11 like the greens and teals to grandstand in the run up to the federal election.
The prospect of the Liberals losing about five NSW seats to the teals then spooked Scummo into getting himself sworn in as Resources Mininister2 to take some action to correct the inaction of Pitt.
The problem for this government is if they too sit on their hands with the PEP11 decision they too will have to face an ever shrill green and teal cacophony of noise as the next election approaches. Best to bite the bullet make the decision and let the greens and teals whistle in the dark.
