Is the repurposing a plant done often ? No idea. Is it difficult? They still need to do a feasibility study to make sure they can make it work. I expect they have already done much research into this and think it's a great option. But how will the market react since I assume it's not a 100% given it can repurposed.
That said I think CE will have his ducks in a row and he's been around the block a few times.
