I would tend to disagree with your comment.

"but that does not mean they have to immediately announce "and the winner is ..."

If they have made a selection they would have to announce it with the general terms of the agreement.

IMO todate they have not made that selection as they are still negotiating. My take :)

I think Pelm is pretty much spot on with a MOU.
