I don't have the answer bacci. I'm not part of their culture or their environment. but I recall from my distant youth that I grew up with little respect for the law, in keeping with the examples all around me in normal outer suburbia. I didn't learn my misunderstanding until I worked more closely with police and saw the consequences of true lawlessness.
our ancestors were crushed by laws and policing. it was only when laws were modernised and police practices constrained by laws that policing became respected generally in the 80s.
theres no easy answer bacci.
note: you ask the question but don't provide your suggestions/answers. if you were minister for police in NT or NSW what measures would you adopt to reduce this unrest and destructive aggravation.
