Spoke to the department of mines again today. The assessment was carried out by a sole officer and obviously they favoured the refusal. She aslo said that BNR will be appealing the decision and that will go to an officer higher up to re evaluate the findings. Like someone above stated the " initial requests denied due to subjective assessments done by one person, then overturned when reviewed by another." I think you will find CHN went thru this very same process with black cockatoos and finally common sense prevailed.
