It's the words "works WILL start May this year" that keeps some of us confident. For many of us , this structure of CR wasn't expected. And I do believe JW and co has probably reacted to a new development by making this a market CR....maybe this legacy stockpile issue needs to go away for final approval. who knows. But it doesn't feel like a "keep the lights on" raise.
