Na i prefer to over estimate on stuff like that. If it looks good on an over estimation or blow out it makes it easier for myself to allocate capital.
My experience with commissioning of plants and getting it to a steady state condition i find there are many unforseen hurdles.
OPEX numbers have a lot of wiggle room up to $650t
