Doubt it to be honest, from a market perspective. It has good geopolitical benefits but quite unlikely to be developed with priority focused on storm. Storm could be up and running with less dilution in shorter time so makes sense.

A left field announcement to consider would be if the US government decided to pull the defense card and make it happen. They have thrown cash towards rare earths before for example. Not super likely, but when it comes to national security and strategic resources you can't discount the possibility. It could also be sold off to someone who could develop it for a fair chunk of cash, which could then be used for bringing storm online with very minimal dilution. This is my preferred option.
