The boundary between a terrorist attack and a declaration of war by a semiregular army isn't well defined. It's comparable to the African countries where Islamic Jihadist groups such as Boko Haram wage war and massacre civilians at every turn. The atrocities of Hamas are much the same.
Given the October 7 massacre was perpetrated by over 3,000 Hamas Gazans, it goes beyond terrorism - it was effectively a brigade of 3,000 Hamas soldiers representative of the Palestinian Gazan population. Given the preparation, strategy and coordination, it was akin to an attack by an army, one that never respects International Humanitarian Law -- the vast majority of victims were civilians and the aim was to kill as many civilians as possible.
