    Last couple of posts above from dragonslayer and Insidian are correct afaik.
    The 15 day rule applies to specific “planned” events.

    e.g.
    If the permits come tomorrow, they need to be announced.
    If the plant gets running properly tomorrow, that needs to be announced.
