My gut feel on this is that this is a harbinger for further good news to land from the USA.
Why ? Well I think the CMO had a choice, this or other incentives, could see / already knows future state and therefore could reasonably expect sp growth that will make this a very lucrative reward.
And I won't mind that one bit if it eventuates.
