I read this as saying that the shares will remain suspended until the Changlin deal completes, and they secure the "promised" USD10m. Which would make sense, given that the auditors won't sign off on the accounts until they have funding. No accounts means no relisting.
If that's the case, there must be some doubt that this stock will ever be relisted.
