In my opinion 2ic is spot on. They want to get the capital raise out of the way before having to release disappointing drill results. They opportunistically use the copper price rise for a placement at a price that they consider attractive based on what they see from the drill core. If the drilling results were positive, they would have released some information on that to ramp up the price before any placement.
