I have come to the same conclusion, if you watch the video I put up earlier, Andrew Cunningham clearly states they were going to focus on getting the upstream processing running successfully before moving forward with any downstream ambitions.

With the sudden change of heart, one has to wonder why do they need to hype the stock, for a CR now the processing facilities are miles behind schedule and they were expecting US$4mil in funding from the Tanzania banks.

I also recall another video where Mike Elliot stated WKT would not move into downstream processing until after the company had paid out its debt. again its alarming that WKT appears to be close to putting out a hype based downstream processing when the plant is yet to get up and running.
