If I were Iran I would have sent a wave that engaged the Iron Dome and expected most if not all to be hit. and to display their capacity to penetrate Israel's airspace and hope an off ramp was taken. Save face and all that.
If Israel retaliates Id expect:
Far larger waves to come and then
Hezbollah to send their 100s of 1000 at a depleted Iron Dome capacity
Suicide bombers already in place to hit chaotic urban centres
