a lack of the provision of welfare housing by governments

and this incident may well be part of the price paid for that lack of responsible housing of people

if he had a home - a secure home - quite probably he wouldn't be out wandering about the place drifting

if he had a home - health authorities would know where to find him - at least at night

there is a price for society to pay for avoiding it's responsibilities ------
