15m shares by itself would not trigger a change in substantial shareholder notice unless it is someone with greater than 5% holding that was involved
These were the 20 largest shareholders so perhaps we will see a a change notice (the trade was done pre-market so appears to be a block trade......so you would hope an informed institutional holder that were not looking to have a significant negative impact to the price given how illiquid this stock is)
