Israel is at a geographical disadvantage here both in terms of size and distance. It can only do isolated raids with aerial refueling, but not a sustained air campaign. So if it retaliates, I think it would mainly be for its symbolic value and perceived deterrence (a nuclear site, a government building, etc).
