It could very well be, as alluded to above by bsumisu, that the export license is going to be approved and that info conveyed to Galan , but both parties, govt and company lawyers, need to negotiate conditions that are mutually agreeable. It could be that simple.

Look at it this way, Galan have a great resource, as far as I can tell the local community is fully behind the project and many employed there, most of the company managers and many directors are South American, the company also has cultivated a great relationship with the various levels of govt. I doubt that govt is going to thwart the objectives of Galan provided the paperwork is done right. They know if they want to dig their way out of 110% inflation and poverty, then companies like Galan are one way to
do it. If Galan can’t get it up and running I don’t see any new producers getting up in Argentina.

Of course, I am biased.
