TIME is a commodity GRV has made good use of. Next month it is 12 months since Test 4 was to start imminently. The PFS is only 12+ months late after initially not being required because we were going straight to a DFS. It is difficult to hang your hat on any timeline GRV gives. Maybe this is why announcements are greeted with a sigh and the SP goes down in anticipation of disappointment.
