The government doesn't just call up with money, companies need to apply. Reading between the lines I'd say either they haven't finished scoping yet and so don't have an accurate figure that they can apply for (or maybe they have and the grant is still being assessed), or funding is already sorted by other means and they don't need government support. Might also be waiting for confirmation of prior funds to show what residual they have that could be a grant. Project funding is the worst part of FEED these things take forever, often because the approvers don't understand the design and there's so many stakeholders to get involved.
"Costs have risen 8% since your last presentation what evidence do you have to support it?" "Is that the best we can do? Do we really need all those tanks? Will it work without pumps? What if we build it in 2025 but install the pumps in 2029, can we commission it in 2025?" "You've got 11.5% contingency in there, our current guidelines are less than 10%, how are you going to reduce that?" "You used the wrong template, yes you're at final signature but you need to restart the process with the new template."
