Yes, but who? SPR is probably too expensive for the mid-tier producers now. But not big enough yet for the majors.
My take is that this is a stopgap raise as they try to get to a scale and certainty that draws out a bid. But in the meantime they are throwing a few bones to those that want to see steps towards a decision to mine. Anyway, Tembo and Delphi need to bluff better that they will take it into production themselves if they want to maximise their exit.
Either way, at the entitlement offer price it seems worth further investment.
