That is completely different from the "Distributor" giving another entity its customers to benefit themselves. Typically its the other way around.
I know in detail how a distributor works, End customer -> DBH -> IP Provider is NOT typical distribution.
I wouldn't call it distribution at all.
The semiconductor space is niche in that respect, either way its not important.
