I suspect sophisticated investors or vested parties want and see merit to invest a large allocation before these projects really get underway.

At first I was surprised by the announcement given I changed my view due to the statements made about the cash position in the annual report.
I resigned to the idea Tino was going to go forward at a steady pace.

However it seems they're looking to speed things up and put more capital to work. This is good. I'm glad they're getting this done now so we can focus on the rest of the plans for the year.

I'm guessing the raise price is around the 20mil market cap.
