Of course he doesn't control the board in the absolute meaning. But with Peter Wall's departure, I would tend to think he is now primarily surrounded by his enablers, the new people that he brought in recently (assuming that PW was the only person who could have any objections). The ability to make decisions when you no longer have any meaningful adversaries means control in substance.
