Nah mate, Occam's Razor. They need money. They have always gone through Cannacord. Cannacord will underwrite it and offload whatever overhand exists however they can. Cannacord aren't trying to make money off the SP. They make their $400k on facilitating the raise.
I don't think it's any more complicated or sophisticated than that.
