Speculative is when the ground is prospective... soil samples, geophysics, nearology etc.,.... in this case there is a discovered deposit, scoping study completed on the commercial potential and plans to proceed with mining.
Of course there are no guarantees but IPT is the bird in the hand (Lake Hope HPA project) rather than the speculative 2 in the bush (Arkun + Broken Hill).
