depends on why one has the chain on in the first place - does it not?
if the chain etc is being used to merely keep the gate closed - then, nothing is wrong at all
if the chain etc is in place to lock out humans from opening the gate - then, different issue
just on another note - those types of shackles on a security bag are a pretty good idea -
they aren't as secure as a padlock - but, they are more than sufficient to slow down a thief - but, they do away with the pain in the bum of searching for a key and inserting a tiny key into a tiny lock - when you are in a security line or an airport line etc and you need to unlock and lock and unlock etc
