There is no legal pathway on the government dragging there feet.
The act itself does not stipulate a time for ja or minister.
Thus a court can not be a decision maker at all as it is not in the law.
It is why I say no court action can be taken based on time.
The courts would decline approving any writ as already mentioned.
Legally the government have broken no laws whilst in labours hands thus far.
