Its easier to quickly mobilise when
(a) you are flush with cash.
(b) the country is also further along with their laws and legislation in the petroleum industry.
(C) don't experience difficulties during drilling
If you're going to compare, you need to look at the total picture rather than cherry pick the comparisons you want.
