As Fugasi said, I don't agree with this. I believe it is still with NSW and they are yet to communicate their decision. I think VstarE is emphasising that by passing the legislation, it is clear what their decision will be, you can't in good faith support something you have legislated to attempt to stop. The missing part is the formal act of informing NOPTA and the Federal JA member in writing.
