Brucey doesn't strike me as a "dotting his I's and crossing his T's" kind of guy. Not after three and a half years of telling shareholders that the EPA approval was only weeks/months away. It's been a long drawn out process of going back and forth, with extended periods of the ball sitting in VRX's court, all accompanied with multiple cap raises, funded by Joe Punter.
