Or perhaps they've used the cloths as a sacrificial lamb for 80+ trials that were conducted, pushing the parameters in order to see what would be required to get to nameplate. While doing this, they've experienced wear and tear while dialing the plant in, but now know what the optimal parameters are. If this were the case, cleaning and replacement would logically occur before ramp up begins.
