If the shareholders choose not to take up the offer;
"the Board also reserves the right to place any Shortfall Shares at their discretion within three months after the Closing Date."
Fairly normal if the offer is not underwritten. Redflow has a reasonable chance of getting some or more of the funding needed, we may not like who they are placed with, or the dilution but more of the funding will probably arrive.
