Might depend on whether there is a cap on the 'pot of money' available. If it's anything like the EMDG process, there was a finite amount of govt funds available and if more applicants applied for amounts greater than the pot, it was apportioned over eligible claims.
Most Govt grants, that are concessionary in nature, like these, the timeline is fixed with no wriggle room. Otherwise the process of handing out funds to applicants makes it impossible to maintain control over the total funds being handed out.
