It’s more that Zhemu is from Muzarabani and now has no say in any mining related activity. Chitando is one of the allegedly dodgy cronies of ED. Putting him back in charge of granting mining leases etc. is an interesting choice.
Likely has no direct bearing on IVZ, I just found it curious as it seems a regressive step.
