The move to Ed removes nopta conflict with the minister.

Ed can ignore nopta, wheris madeline less so as nopta is under her portfolio.

I think the move in minister is due to a decision not to far away and to remove conflict with a lower dept.

I doubt to protect madeline if a no, because eds seat is in nsw where pep11 is, madeline is in wa, where they are pro digging up resources and pep11 not.

Would be zero fallout for her if a yes, might be for Ed.

The other area is, his portfolio is more powerful as it directly relates to industry, hers less so.

Does he appease the likes of industry heavy weights - BP, shell, fortescue etc to foster industry?

His role is fostering industry, hers is not.
