If a decision was made on national interest grounds via the minister, Nopta's advise is irrelivant because they do not have powers to consider national interest in there advise.
You need to look at the vetto powers of the minister, above nopta.
Just pointing out the legislation does have outs, outside nopta and bias.
But it is a tightrope legally, in the sense what is national interest?
