A global funding for tsuami and earthquake warning stations and alert systems funds into distributing cheap medicines to be stockpiled / donated to smaller countries in times of emergency to fight waterbourne and bloodborne disease when sanitary conditions are poor ie after earthquake, tidal wave hurricane etc.
It should be donating at least $50m in economic aid and perhaps tax breaks so these poor countries can import from the US construction materials and technical assistance in the rebuilding phase.
