Not sure who you think is disputing such a thing but is that where we're trying to shift the discussion to?
William could sell all his DVP holdings tomorrow for half of what it's trading at today and still walk away with many ten's of millions in profit. His "want" or 'incentive' to build anything here seems fairly free-carried financially, IMO. I hope you know what that means...
