Why aren't they $40? Because they still have to submit the results of the feasability study to the FDA to get clearance for the pivotal trial... I would guess that once they submit the results then there will be a re-rate and another re-rate when the FDA gives approval for the trial. Then they will need to raise funds again for the pivotal trial.
The possibility for some kind of a partnership will happen once the trial gets underway...
