Not sure why there's an assumption that a raise must always be negative for the share price, and result in the share price sticking like glue to the raise price (or worse, going below). The raise was mostly an institutional placement, these are often used by larger institutions to get an initial position in a stock, from which they will continue to build through buying more shares on market. I suspect with many new institutions on the register now, this'll move even fast now with many of them continuing to buy more shares on market.
