    That's what I mean, the "perception" (which i think is more real than just perception) of this sovereign risk because of the delay in PPSA means we don't have funding, therefore no flow test, and the whole program is being delayed. In that way it is "preventing their own energy starved citizens from getting access to cheap energy".
