A cynic or conspiracy theorist might say it makes complete sense - a corrupt and greedy government dragging out the PPSA, bleeding IVZ dry with a thousand cuts, leaving it has no reasonable prospect of developing the basin, then cancelling the lease/tenement and handing to their corrupt oil and gas oligarch handlers.
