I have to disagree with some of your points,

I think the only thing holding the market back is the burn. If the June ME common announcement is positive and comes with $5m-$10m in revenue, the market will rerate VERY fast. It will see this as the first of many US DoD contracts and future products to be sold to them and commercially.
Further, an announcement/collaboration with a quantum computing company would also re rate very quickly.
IMHO, both of these are highly likely in 2024, and the options will be exercised and no further CR will be required ( outside of the similar raise done by DRO for $100m to get instos on the register.)
I do agree that a takeover is a real possibility and Jim has a history of building lazer companies and selling them for enormous amounts( after they have significant revenues.)
