Another thought. They may do what I suggested. Keep the IRA rules for the 40% then 50% then 60% etc IRA content and allow FEOC to supply the rest. The increases in the IRA compliant content will still help the US to develop their own anode supply chain.
It won't help the problem with 2025 though. Maybe push the start back another year.
